Why the platform exists
Communities need a shared, accountable view of local problems — one that separates lived experience from statistical observations and refuses to invent missing figures.
How reports work
People submit problems as moderated text and links. Submissions stay private until review. Duplicate reports strengthen a canonical public problem instead of proliferating near-identical cards.
Data integrity
Public dataset observations require provenance: source organisation, dataset, geography, period, retrieval dates, units, and methodology notes when available. Reports and statistics are never mixed into one undifferentiated number.
Openness and transparency
Ranking components, completeness gaps, and editorial overrides (when used) must remain explainable. Opaque LLM ranking scores are out of scope for determining order.
Limitations
Beta focuses on Ahmedabad geography, moderated text and links, and no user media uploads. Fewer than ten ranked problems is acceptable when evidence does not support more. This Phase 3 shell does not yet load live datasets or map tiles.
